"International perspectives on the workforce of the future"

Peter Scherer is currently Counsellor to the Director of the Employment,
Labour and Social Affairs Directorate at the OECD (Organisation for
Economic Co-operation and Development) in Paris. Initially he was
employed as Head of the Division responsible for the annual OECD
Employment Outlook. From 1991 to June 2002, Peter was Head of the
Social Policy Division, OECD.

Nowadays, Australian public sector directors and managers are expected
to undertake workforce planning, and are facing similar challenges to
their counterparts in other countries.

In particular, as the general level of the standard of living rises, the
individual and collective services that the public sector delivers are
more in demand, despite the expectation that this will not require a
larger workforce to deliver. How can this be achieved?

Although the public sector is expected to provide continually improved
performance yet with fewer resources, it needs to attract and retain
quality staff. What incentives can the public sector provide?

Increasingly, performance measures used in the public sector fail to
capture the personal service that people deliver. How can this be
addressed?

Improving performance, while at the same time compensating for this
historical legacy of a burgeoning exodus of 'baby boomers', will be one
of the main challenges in the future, and will be much more important
for public sector recruitment policies than overall demographic trends.
What can be done to minimise the negative consequences of this?
