TITLE: Natural Resource Management Officer

AWARD: PSA

SALARY: $46 641 - $49 293

LEVEL: Level 4

LOCATION: East Perth

POSITION NUMBER: PN0742

JOB TYPE: Temporary Full-Time

DURATION: 6 months

JOB DESCRIPTION:
This position has a particular emphasis in terms of supporting the implementation of the Swan and Canning Rivers Environmental Protection Policy.In undertaking these duties, the following activities may apply:
Support the 3 month consultative process for Riverplan.
Develop schedules of implementation tasks, timelines and resources.
Audit existing decisions and activities of local governments and state agencies that affect (or have potential to affect) the rivers.
Assess what changes are required to these activities and what new activities are required to improve the “fit” with SCEPP objectives.
Negotiate MOU’s with each one that includes a schedule of action each will undertake
Undertake a similar process with key community groups (Swan Catchment Council) that wish to work collaboratively.
Establish environmental values and environmental quality objectives for different sections of the rivers.
Establish performance standards, auditing and reporting procedures
Audit outcomes in agency and government performance and changes in environmental values.

ESSENTIAL CRITERIA:
Qualifications and/or experience
1. Tertiary qualifications, or progression towards such qualifications in relevant field and/or an equivalent level of skills, knowledge and considerable experience in natural resource management.
2. Current ‘C’ Class drivers licence.

Personal Characteristics
3. Analytical and conceptual ability including the ability to develop practical solutions to problems.
4. Well developed oral communication, interpersonal and written communication skills including ability to:
 deliver public presentations;
 facilitate community understanding of issues;
 clarify problems and provide practical solutions and information;
 relate to clients/stakeholders and demonstrate empathy in terms of their issues/problems;
 liaise and negotiate with both internal and external clients/ stakeholders
 demonstrated skills in technical and other report writing; and
 the ability to proof documents and edit the work of others.
5. Demonstrated ability to work independently, organise work, meet targets, supervise others and undertake project work, as well as the demonstrated ability to constructively work as a member of a team.

Technical Competencies/Knowledge
6. Experience in environmental planning, management or a related field.
7. Knowledge of aquatic ecosystems, catchment management and waterway environmental management issues.
8. Working knowledge of relevant Acts, policies, procedures and guidelines
9. The ability to quickly gain knowledge, of budgeting and costing procedures and process/policy development.
