JOB TYPE: Temporary Full-Time
DURATION: 6 months
JOB DESCRIPTION:
The primary function of this position is to advise on tender and contract policies and procedures and processes.
In undertaking these activities the position will work in cooperation with the Manager, Finance and Administration Branch, other staff in the Branch and the Department.
Specific activities with respect to this position include:
 overseeing and coordinating the call for public tenders and the review and preparation of tender documentation;
 information and advice is provided to the department and external sources on Specifications, Project Briefs, Tenders Contracts and related matters;
 provides a centre of expertise with respect to Contract Administration; and,
 Provides advice in relation to the development of Tender Specifications and Project Briefs.
 provides advice and creates and reviews blanket orders and issues reports when required;
 acts as the Purchasing Super Buyer in the Oracle Purchasing system;
 Prepares administrative policies and procedures and arranges for submission, approval and review of these policies and procedures;
 Provides advice and prepares Ministerial correspondence and Parliamentary Questions.
 Prepares the Annual Supply Report to SSC and six monthly consultants report for the Department of Premier and Cabinet.
6. KEY RESULT AREAS
General
1. Assistance is provided to the Manager Finance and Administration and staff through:
 Positive and proactive participation in the formulation of administrative policies and procedures;
 Coordinate public tenders, documentation and project briefs; and,
2. Delivery of efficient and effective specialist services in the agreed operational areas, which may cover contracts and tenders, .
3. Standards, policies, processes, strategies and reporting requirements are developed and maintained.
4. Contribution to the achievement of the Branch’s goals in a team environment.
5. Maintains and develops effective stakeholder and client relationships with relevant clients, government agencies and external contractors.
6. Undertakes personal development activities to enhance and develop knowledge of tendering and contracting practices, policies and strategies.
7. Develops networks with other professionals.
Specialist
8. Provides timely and accurate advice to management and staff on contract and administrative services.
9. Coordinates the service delivery of tenders and contracts.
ESSENTIAL CRITERIA:
General Skills
1. Well-developed oral communication, negotiation and interpersonal skills.
2. Well-developed written communication skills.
3. Well-developed conceptual, analytical and problem solving ability, including the ability to developed practical and innovative solutions to problems.
4. Demonstrated project and contract management skills.
5. Ability to work independently, organise work and ensure targets are met.
6. Ability to constructively lead teams and to work as a member of a team.
Qualifications/Experience
7. Considerable experience in Tendering and Contracting practices, policies and strategies.
Specialist skills/knowledge
8. Substantial knowledge and experience with the administration of a centralised purchasing process in a large service organisation.
9. Knowledge and experience with Purchasing, Contracting and Administrative policies, procedures and guidelines.
DESIRABLE CRITERIA:
 Computer literacy in Microsoft, Word or Excel software.
 Knowledge of the Financial Administration and Audit Act, State Supply
Commission policies and procedures
