I believe it is a typo carried over from the old Codes. Clause 3.3.1 refers to Figure 1 (the tables) for walls less than 10 metres and Figure 2 for walls over 10m. It should read Figure 3 for walls over 10m. The graph shown in Figure 3 was Figure 2 in the old codes. I think that a reprint of the Codes should be gazetted asap with all of the obvious mistakes/typos's fixed up. If we have to wait until they fully review the Codes we will probably be waiting for a couple of years.

  Forum members,

I feel compelled to raise this issue once again.........
Regarding diagram 2d on page 115
I have recieved the following responses from various Councils in their
  interpretation of this diagram:-
  1. "Diagram 2d is obviously in error and we are adopting the
  requirements of the 1991 Codes"
  2. "Diagram 2d applies only to upper floor setbacks"
  3. "Diagram 2d applies only to walls having 2 or more projections"

Clause 3.3.1.(page 58) however states that Diagram 2d is used only for
  walls exceeding 10m high.
When Ive pointed this out to planning officers , Ive recieved the
  response..."Thats obviously a typo"
If it ISNT a "typo" then doesnt it also follow that setbacks for walls
less than 10m high, tables 2a, 2b and figure3 are to be used and also
that a 4m separation is now not required ?.
