I am not sure that I understand exactly what you are asking. What I do know
is that I have had to ask a lot of questions from a lot of people in both
the local council and the DPI to clarify and make sure that I understand
what is expected. I do not think that the particular council I have been
dealing with recently has been breaching any regulations if that is what you
are asking. Have I answered your question please get in touch again if I
can be of any help but I would think I probably need your help more than
