JOB DESCRIPTION:
The Human Resources Division has recently restructured to promote contemporary HR management practice and service excellence within the Department for Community Development.
We are looking for the following two outstanding people for short term contract/secondment opportunities in our Human Resources Division for a period up to 13 weeks, pending the positions being substantively filled (these roles have been advertised as Pool Recruitment opportunities in the InterSector dated 29 August 2003).
These officers will work in partnership with our stakeholders to provide a customer centred service culture, which complements Departmental operations and contributes significantly towards the achievement of the Department’s goals and desired outcomes for the individuals, families and communities it serves.
The dates of the short term contract/secondment(s) are from mid September 2003, for a period up to 13 weeks.
The Employee Services Officer will be responsible for:
 providing a consultancy and advisory service to Departmental managers including the preparation of organisational structures, job description forms and classification review submissions;
 maintaining classification profile information and the integrity of the HRMIS Establishment Module;
 coordinating recruitment and selection operations for a portfolio unit;
 ensuring that recruitment and selection policies, procedures and processes comply with the requirements of the Public Sector Management Act, government policy and other relevant legislation; and
 establishing and ensuring a service delivery culture, standards and style, which are based upon honouring commitments, fostering team spirit and building relationships.
ESSENTIAL CRITERIA:
1. Certificate of secondary education (Year 10) or equivalent.
2. Demonstrated ability to provide employee relations advice to a broad range of people, including senior management and line managers.
3. Demonstrated knowledge and considerable applied experience in organisational design, job design and job evaluation, preparation of JDF's and classification review documentation and in the development and delivery of innovative and compliant recruitment and selection policy and processes.
4. Comprehensive knowledge of contemporary recruitment and selection practice and trends including knowledge of the Public Sector Standards and relevant legislation.
5. Good interpersonal, verbal and written communication skills including the ability to prepare reports.
6. Current applied knowledge of contempoary human resource management, principles and practice.
7. Demonstrated ability to manage stakeholder relationships and a commitment to quality customer service principles.
8. Current knowledge and commitment to equal opportunity in all aspects of employment and service delivery.
