DTF23376 - Senior Policy Analyst - Level 6 - $60,378-$66,859 p.a.- Agency Resources

Expressions of interest are sought to fill the above position for a period of up to six (6) months with a possible extension of 6 months.
As Senior Policy Analyst you will provide quality advice to Government and agencies on the resourcing and performance of a portfolio of agencies with the Western Australian Public Sector and to assist with the activities of the Investment Services Taskforce (IST) and play a major role in supporting the Investment Advisory Group (IAG).
Interested persons should submit an application of between two to three pages addressing the selection criteria:
ESSENTIAL:
1. Experience in financial and economic analysis and evaluation.
(Experience in analysing complex issues and in formulating advice and recommendations in particular in the use of various capital evaluation techniques for assessing capital works projects and other areas areas such as analysis and interpretation of financial statements, cost benefit analyses of proposal, evaluating cost recovery strategies and analysis of pricing options. It also includes analysing global and national trends and using this information to formulate recommendations for the delivery of services through capital works.)
2. Experience in the development, implementation, and evaluation of policy.
(Experience in identifying issues and trends in policy and making recommendations for change at a strategic level. This may take the form of investigations into policy issues covering capital works, legislative, financial, accounting or governance matters. It also includes experience gained in implementing new policy or change initiatives and evaluating their impact.)
3. Excellent written communication skills.
(Demonstrated ability to write clear, well structured and concise reports, which present and analyse options and make recommendations. Examples include major evaluation reports, submissions and briefings for Cabinet and Ministers and ministerial correspondence etc.)
4. A practical understanding of resource management, accounting and performance measurement techniques.
(Knowledge of budget monitoring and monitoring processes gained in a large organisation and use of methods and tools for analysing performance.)
5. Flexibility.
(Adapts tactics to situations or to others' responses. Changes own behaviour or approach to suit the situation.)
6. Customer Service Orientation.
(Makes concrete attempts to add value to the client, to make things better for the client in some way. Expresses positive expectations about the client. Also uses strategies to influence and persuade clients and stakeholders to accept a course of action that he or she wants others to adopt.)
7. Priority Setting.
(Evaluates tasks and assesses their relative importance and urgency in relation to competing interests and personal timeframes to determine personal work plans and effective management of time to ensure that deadlines are met.)
8. Teamwork and co-operation.
(Genuinely values others' input and expertise and is willing to learn from others. Solicits ideas and opinions to help form decisions. Encourages all members of a group to contribute.)
DESIRABLE:
1. A tertiary qualification in a relevant discipline.
2. A practical understanding of resource management and performance measurement techniques.
3. Knowledge of the processes of Government.
4. Knowledge of the capital works budgetary process.
Appointment to this temporary vacancy is conditional upon the successful applicant being released from their substantive duties for the term of the temporary vacancy.
