JOB DESCRIPTION:
 Develops, markets and implements policy initiatives, programs and plans to meet departmental objectives in the delivery of effective and efficient passenger transport services.
 Prepares detailed project action plans and programs including budget and resource requirements.
ESSENTIAL CRITERIA:
1 Highly developed conceptual and policy formulation, implementation and evaluation skills.
2 Proven ability to employ research, analytical and creative problem solving skills.
3 Highly developed interpersonal and negotiation skills.
4 Sound project management, leadership and demonstrated initiative skills.
5 A high level of verbal and written communication skills with the ability to prepare written material of a complex nature.
6 Experience in identifying data requirements and undertaking data assessment in support of policy objectives.
7 Ability to establish and maintain strategic alliances to support business objectives.
8 Demonstrated ability to effectively manage all resources in accordance with the principles and requirements of legislation/policy governing the Public Sector.
9 Capacity to manage consultants, staff and small interdisciplinary project teams.
DESIRABLE CRITERIA:
Possession of, or progress towards a relevant tertiary qualification.
Knowledge of passenger transport issues and government transport policy.
Ability to interpret and identify required amendments to legislation, regulations and guidelines consistent with established policy.
Knowledge of survey methods, questionnaire design and data analysis skills.
