JOB DESCRIPTION:
Provide advanced policy analysis and advice on complex Commonwealth and State Indigenous affairs policy initiatives. Develops medium and long-term strategies to support the Government’s present and proposed State and National Indigenous policy strategies and initiatives.

ESSENTIAL CRITERIA:
SKILLS AND ABILITIES
Highly developed written and oral communication including interpersonal skills.
Highly developed conceptual and analytical skills.
Ability to communicate effectively with Indigenous Australians.

KNOWLEDGE AND EXPERIENCE
Substantial experience in planning, development, implementation and evaluation of complex Indigenous policy and policy initiatives at the State and National levels.
Experience in Commonwealth/State negotiations at a senior level.
Substantial experience in leading and/or managing cross-agency and inter-jurisdictional teamsDetailed knowledge of current issues and trends in Indigenous affairs as they impact Government policies and priorities Nationally and at the state level.
Detailed understanding of the process of the development of effective public policy at the State and National levels.

DESIRABLE CRITERIA:
Indigenous Australian.
Experience in Ministerial Council processes.
Possession of or progression towards a tertiary qualification in a relevant discipline.

COMMENTS:
CONTRACT/SECONDMENT
During this period the following deliverables are to be met:

1. Preparation of agenda papers for the MCATSIA meeting on 28 November 2003 for agenda items led by Western Australia.
2. Preparation of detailed briefing papers, presentation and talking points for the Minister for his attendance at the MCATSIA meeting.
3. Lead the review of the current MCATSIA Action Plan and the development of a new MCATSIA Action Plan consistent with MCATSIA’s role under the COAG Reconciliation Framework. This will require extensive negotiations and coordination with representatives of the Commonwealth, States and Territories.
4. Progress the development of the concept paper on Child Protection and Youth Suicide focusing on the adoption of a universal prevention approach.
5. As the MCATSIA representative, review the final draft of the first report on Overcoming Disadvantage – Key Indicators and provide advice to the Productivity Commission as required.
6. Analyse the final report on the ATSIC Review and provide advice on:
§ Potential impact on the State
§ WA position on the recommendations
7. Progress negotiations on the Bi-lateral agreement on Child Protection.
8. Preparation for the establishment of the MCATSIA Secretariat including:
§ Preparation of JDF and classification of the Executive Officer, and Administrative Assistant positions.
§ Preparation of a broad work plan and budget
9. Work with relevant State and Commonwealth agencies to prepare a social cost/benefit analysis of the Community/public partnership for the procurement of physical assets (multifunctional police stations).
10. Work with the Assistant Director, Government Relations particularly:
§ In preparing the prototype portfolio planning framework for the Indigenous Affairs Advisory Committee meeting on 12 November 2003.
§ Preparing the IAAC input to the Strategic Planning Council Annual report in coordination with the Department of Premier and Cabinet.
